2002 Dodge Neon fuse light on won't start?

So my husband went to start his car tonight (a 2002 Dodge Neon) and it won't start, won't even turn over. None of the interior lights would come on. Then he got out of the car & all the lights came on and the fuse light is on. He tried starting it again and nothing. Anyone have any ideas what this could be??
