2002 Chevrolet S10 won't start no OBD error codes?

Tried new battery, no luck. Fuel pressure seems okay, fuel pump hums as it should. With key on engine off, tried ODBII scanner but got no error codes. Have not been able to check plugs or anything like that, I don't even have tools to reach the darn plugs. Any useful helpful insights appreciated.
I need to add that it does not turn over. The ignition seems to cranke well but it will not turn over.
Yes it does crank, engine seems to come close to starting but just won't. I don't har any clicking. The battery is new, and I have it on a charger also because I know all the cranking will drain it. The plugs are tough to get to and i don't have the tools for that. I do have a meter if I could figure out how to check the ignition coil and alternator.
 
You need to say if it cranks. Does the engine turn when you try to start it. Does it click or has many clicks. Check to see if you have a good charged battery. Try to start the car. What does it do ? Does the engine move at all ? First off , check the ignition relay and the engine relay. they cost very little money. You will probably need to replace them anyway.If it clicks multiple times, you have a bad battery connection. If it clicks only once and does not turn the motor, your starter is bad and has to be replaced. If it does turn over , you need to check if it has any spark by removing a spark plug and placing it against a metal ground and crank the engine. The spark plug will produce a spark. If it does not, then you probably have a bad coil. you have to trouble shoot from there.
