2001 ford taurus whining while steering and hard to turn?

after this started to happen i had siphoned the power steering fluid and refilled it because it had bubbled and squirted out of the cap and then drove it for 20 minutes it got better but didn't stop thought i had air in it. now im wondering if its the pump its ok then gets worse as i drive its only hard to turn when i stop then go im thinking its the rack what do you think.
 
either you have a leak or problem with the power steering pump or your rack and pinion has a internal leak or problem.ive had that problem before and i kept refilling the fluid to find out that my power steering pump was bad and had to be replaced.take it to a well known and recognized repair shop to be inspected and get an estimate for cost of repair.
