2001 Dodge 15-passenger van will only start if foot is on gas- what's up with that?

When the key is in the ignition and turned, the car whines as if it's trying to start but can't. However, if my foot is on the gas when the key is in the ignition and turned, the car starts fine. The moment I take my foot off the gas to switch gears or anything like that, the car dies. It's an automatic and I can't figure out what might be wrong!
