2001 Buick Century Custom. Why does only one brake light turn on?

The left side brake light turns on but the right side does not. The bulb illuminates when the lights are on and when i use the turn signal. I have replaced the brake light bulbs and the issue still exists. Could it still be the brake switch if one of the lights works? Could it be an issue with the turn signal switch? The brake light bulb has three wires coming into the harness. I believe there is a white one a gray one and a green one. The green one doesn't appear to have power coming in when the brake pedal is pressed. Your feedback would be greatly appreciated. Thank you in advance.
 
As above, it does sound like a faulty earth connection. Test continuity between the green wire and an unpainted part of the car's bodywork.
