2000 pontiac grandam trans surging in nd out of overdrive on hills?

I have already changed the fluid and filter and it doesn't show a stored code for nothing with transmission and the fluid wasn't really dirty
it will actually do it on level road it jumps in and out of overdrive and the tach also jumps its like it does trying to maintain speed between 40-50 mph
 
normal to some extent ,however it's much worse with the cruise control engaged,in extreme hills operate in the drive position,when terrain levels off shift back into o/d position. the surge is caused because the car is trying to maintain constant speed.
