2000 Honda Civic won't start.?

My battery is brand new. When I put the key in and turn it to on all electrical works. When I try to start it, it just clicks once and all electrical power shuts off, as if I disconected the battery. Often times after a few seconds the power comes back on all by itself, and everything has reset, including the radio and the alarm. What could the problem be?
Is the starter something I would be able to change myself? I know where it is, but I have never done more than change the oil, filter, and battery in a car.
 
Sounds like the starter is shorting, drawing too much power, and causing everything else to shut off. The Click you hear is the solenoid moving and making the connection, so that's good. And the battery is fresh so that's good too.
