2000 Honda Accord - Won't turn start (ignition problem)?

My 2000 Honda Accord EX (4 cylinder, Auto Trans, 4 doors) is having problem starting. When I put the car in the ignition and turn it won't start, engine doesn't crank. I initial thought it was a starter problem but local mechanic (specialize in Honda Accura) told me that it's Ignition (key entry) problem. He said, "it is known problem with Honda cars, and replacing the ignition assembly should fix the problem". He said that there is a recall from Honda and Honda dealership should be able to fix it for free.

I called the Honda dealership the said no recall for Honda matching my cars' VIN#. Mechanic at dealership said to replace the whole ignition assembly will cost around $650. He said, we can check the car for only $99 and let you know exactly the problem. It could be ignition switch, pigtail, ignition assembly.

Ignition assembly - $239 - (Ignition assembly with four door lock - $488)
