2000 honda accord, Idling problem when I start car only. Do I need to

replace catalytic converter? 100KMile and engine light is on for 3 months. When I start car, idling go up to only 800 and down to 200 and stop engine. This symptom started 1 weeks ago. I already fixed ICS and EGR system, but the same problem happen again and engine light is still on. I already spent $650 to fix and they asked me to replace catalyst converter to solve problem this time. The car doesn't stop during driving, only when I start car. Do I need to replace it or any other problem on my car?
 
it could possibly your cat conv if it is really clogged up but instead of paying 100 dollars on a new one depending on your state if you have to be tested for emmisions if there is no o2 sensor plugged directly into it... which i dont think they do on any honda
you could just have it takin out and replaced with straight pipe and it would flow alot better
the only reason for catalityc converters are on cars is to help with emissions but you would see a great increase in gas mileage and performance if you take it out
