2000 Honda Accord 2.3 Ulev Vtech timing belt replacement?

I understand most of the directions in the replacement of the timing belt, except one.

After I install the new belt and then rotate the engine counter clockwise 6 times back to TDC they want me to in there words "rotate the engine counter clockwise until the camshaft sprocket timing marks have moved forward three teeth" then torque tensioner down.
Does that mean to remove the timing belt and move the belt three teeth without moving the cam sprocket?
I bought the belts and tensioner as a kit and it came with directions. I have done timing belts before, they are clear but that last part is just not that clear, and think that the first answer makes sense.
