2000 Ford Explorer with code P0443.?

HELP! I can't pass NJ Inspection with this stupid code. It says:
P0443 Mod$10
EVAP Emission
Control System
Purge Valve C Fault

Is this specifically the "canister" valve underneath the battery, or could it also be a bad fuel cap?.
Do I really need to replace the valve?

make sure your fuel cap is on tight. It should click when you tighten it. This can cause this code.
