2000 dodge neon wont start just clicks, starts randomly though?

My 2000 dodge neon will just randomly not start and other times will start. I replaced the battery and cleaned all my terminals. I checked the ground from the starter and still nothing. When I turn the key it just clicks. Turn the key and jump the solenoid and it just makes a whirring sound like the starter is engaging but not turning. Tap on it and sometimes it starts, mess with the wires sometimes it starts. Turn the key enough times and sometimes it starts. I'm lost any help?
 
your starter is going out.or needs to be shimmed. sounds like its getting in a bind when it hits the flywheel. you might wanna check and make sure its not just loose and moved on u a little bit.
