2000 Dodge Neon Electrical Problems...FIY?

My Dodge Neon seems to keep having numerous electrical issues. Is the cold winter weather making it act worse and worse? Or is it just mostly a general Neon problem? The dome light won't turn off, so I always leave it unplugged and tucked away in the glove compartment. On the dashboard, a fuse alert chimes when I first turn on the car and the check engine oil light will randomly start chiming as I drive. I've taken a look at the fuses and dont see anything wrong. And when I check the oil, it's perfectly fine as well. Can I fix these electrical problems myself or should I bring my car to a shop?
