2 questions about 2006-2007 ninja 250? Thniking of getting it for first bike.?

I was looking at pictures, and I don't see anywhere to put a license plate. Where does this go? And what's that spoiler(that's what I'd call it on a car) thingy on the back of the seat? Thanks!
 
The plate goes on the rear & the spoiler is a hand grip for your passengers that you may carry or for you to attach storage bags to.
