1999 Ultra-Classic Harley Davidson singal lights turn on when motor is off but not when it's on?

My Harley's singal lights won't come on when the motor is running but it will when the motor is off. Put new bulbs in. Left side works but right side does not when the motor is running. Both work when the motor is off. Can somebody help?
