1999 Pontiac Grand Am SE E-Brake?

hello, i was wondering, how do you tighten the e-brake in a 1999 Pontiac Grand Am SE2. because mine wont lock up at all, and i would like to have fun in the snow :) so if you could please tell me how to tighten the e-brake, not the parking brake, the e-brake. please and thanks!
and i do have rear drum brakes.
can you add some more details? or a link to a website that will show me how?
 
Use a brake spoon to tighten up the rear brake shoes. Look in Chiltons. There will be pictures and text to explain what to do.
