1999 Honda Civic EX questions?

I'm looking into purchasing a '99 Honda Civic EX from this guy for $3,995. It only has 145,000 miles so it sounds like a steal. I've seen the car but have yet to test drive it, from the outside it's near-flawless. So it seems like a steal, can anyone help me.. there must be a catch. If there is a catch, what would it be? It has new tires, timing belt, and exhaust... I was thinking maybe the clutch is bad? Any suggestions. Also, if it is the clutch (or whatever you think it is, how much is replacement or how to repair?)
 
10 year old car for 4k.........sounds like a rip off to me but im from europe and cars might be different ova here. wat u would look for would be the usual signs:
1. blue smoke wen you start her
2. "knocking" sound from engine
3. loose steering
4. check all gears change smoothly..etc
5. accel hard in 4th gear at 50mph and see if she speeds up.......if she just revs up and doesnt get quicker, its a sign that the clutch is gone.
6. have a look at the engine for signs of overheating, oil leakage,..etc

Im thinking for a clutch over here its about 400-500 euros
