1999 Honda Civic EX bumper is broken, help?

First of all, everything is completely stock. No bodykits or whatever. Anyway, when I was backing out of a parking space today, I heard a loud noise and got out and inspected my front left bumper. I found a metal screw with washer attached, and the driver's side part of the finished/painted bumper or whatever was detached. When I got home, I looked on the other side and noticed there's a piece that looks like a giant plastic screw or something that seems like it holds this screw in. The plastic clip that's also under the wheel well is fine, that's not the problem.

I'm not very technical so I have no idea what this thing is called, but if anyone could link a part number or anything to help me get this fixed, I'd appreciate it very much. I'll probably take it to the local Honda dealer next weekend, but I'm short on cash and this doesn't seem very difficult to fix, so I'd like to take care of it myself.

If you are short on $$ avoid the dealer - much $$ there. Look online for diagrams or parts replacement pics that will show you if it's just a repair or a replacement, then go from there
