1999 Ford Taurus engine runs cold and heat wont work. What's wrong?

Hey, I could use a little help as I am stumped. My 1999 Ford Taurus' engine has been running cold, it never seems to get up to temp, even on long drives. Also the heat is not working at all, the blower blows cold air. The heater core was replaced 2 years ago. Heat didn't work after that, so last year I had taken it in the get the thermostat replaced, heat still didn't work. Just took it in to a different mechanic and they tell me that my system seems to be working fine and they cannot find any reason why my heat is not working??!!?? But, ITS NOT WORKING, so something is wrong. Winter is coming yet again and I would really like to have some heat in my car!

Any one have any suggestions as to what may be wrong?
Is the car running cold and the heat not working related in some way?

Any thing I could tell a mechanic to check specifically?
I would really appreciate any thoughts on this as I am out of ideas and even "professionals" dont seem to have a clue.

Bought the car 2 years ago knowing the heater core needed to be replaced...don't know for sure if the heat worked prior to my purchasing it or not.
Sharp Shooter....not sure what you mean. I had the heater core replaced shortly after I purchased it 2 years ago because it was leaking as you said, but nothing should have been bypassed, I got a whole new heater core. Could you explain a little further?
 
That could be your problem right there. you mentioned it yourself. The previous told you the heater needed to be replaced. If it was leaking, it was more than likely by -passed to stop the leak. Look under the hood to see if thats it. Ill bet you i t is.
