1999 Dodge Durango - Check Engine Light not showing on startup?

I failed my emissions test because the mechanic said the "check engine light" failed to appear along the rest of the dashboard gauges during the initial startup.

I'm low on cash and was wondering if anyone could offer any advice on how to fix this before i spend hundereds of dollars on something that could be a simple fix
