here is a shot in the dark, do you have enough fuel pressure? Idle air control valve is it ok? are the o2 sensors working properly, they could be telling the engine to lean way out. but having to put jumper cables to get it to start with a new or good battery, hmmm is the alternator good? when they go bad i have seen where they start throwing AC current instead of DC, which will to say the least screw a battery up and make your car act really weird, and the car will shut down to protect itself.. if you have a spare battery i would change them out and see if it starts on its own first without jumping. if it was putting out AC current it may have fried one of the cells but still gives you a good 12 volt reading on a battery tester.
if it starts with a diffrent battery then i would look at the alternator. if not you got me stumpped dude. Imean the Ac current can really mess up the electronics on a car, starters, ecm, and god only knows what else.
 
cranking very slowly could be dragging starter motor
it also could be a blown or locking up engine, especially if it wont stay running and it spits and sputters
either that or there is a fusible link that goes to the computer and the computer is in limp mode(not really controlling all systems)and it doesnt want to run right
also, dodges have a fact most do not know about batteries being too close or too far from the computer
the computer should be right between the battery and the fender, and the gap between the two is critical.Dont ask me to explain why they put the computer that close, but the sigal of charging that come from the alternator acts like an electromatic, right?electricity travelling through a wire creates an magnetic field, true or not?
well that field messes with the computer, and makes it run funny
I would check these issues and make sure the battery is not less than 3/4 to 1 inch from it, and then check the starter by removing it.
if while you are cranking for 15 seconds the voltage drops below 9.6 volts at the battery, the starter is toast

Did a voltage test on the battery and it passed with about 12.6v. Fuel pump relay and ASD relay make constant clicking noise when battery is disconnected and reconnected. When key is turned I hear the fuel pump prime and all the dash lights come on, all the electronics work. When I try to crank the engine we hear a clicking from the starter relay then nothing.

We attached jumper cables to the battery and it started cranking very slowly and sputtering. I gave it alot of gas and it came to life but as soon as I let off the gas it quietly died out.

The engine continues to run as long as my foot is on the gas.
And I can safely say that either the starter is drawing too much current or the battery is weak. I turned the headlights on and they were very dim and when I went to start the engine the lights went out and I could hear the starter relay clicking again.

too much resistance in the starter maybe? thats why the jump helped it. check your starter. maybe replace it. and giving it gas helps it but then it dies when let off? sounds like fuel filter. and while youre at it check your spark plugs and wires for the hell of it. check your grounds also

Did you load test the battery? Even though it reads a good voltage, you can have a weak cell that would make it fail a load test. Poor battery cable connections (dirty, loose, corroded) can cause those problems too. Also check grounds. Thats how the computer does it's job...by GROUNDING the appropriate circuit to make it work.
 
Based on your description, the starter is not getting enough power to operate. The jumper cables are supplying more power, but still not enough. There are two possible causes. The starter itself may have gone bad. The other option is the wiring that supplies power to the starter has gone bad. Start by checking the cables. If they appear OK, find an auto parts store that can test the starter.
