1999 chevy monte carlo tune up?

I bought a 1999 monte carlo and the idle is a little bit rough. Its not bad but if you listen to the exhaust its not smoooth sounding at all but it runs really smooth at higher rpms. Sometimes it takes a couple tries to get it to start but sometimes it fires right up Also sometimes the engine will stumble a tiny bit while at idle. Would a tune up fix these problems, like spark plugs, air filter, spark plug wires. The engine also is noisy when cold but ive read that all 3.1 are noisy.
 
What you need is not a "simple" fix. But it is doable. You need to replace the lower intake gaskets.
This calls for about 4.5 hours of labor according to the Chilton labor guide. A master certified auto tech like myself does it in about 1.5 hours. We still get paid 4.5 hours though. That is called "flag rate". If you don't know what you are doing take it to a good shop. You NEED a ASE CERTIFIED auto service technician to do this repair. Also You must request that the techs use the "PROBLEM SOLVER INTAKE GASKETS " set from FELPRO GASKETS. then you will eliminate a lot of your problems.
 
Not sure what type of coil/distributor setup it has but many cars will take a cap, rotor, plugs, fuel filter, plug wires and that's about it for a "tune up".
