1999 Cadillac Seville exhausts stinks and blows slight white puff?

Hey, so our 1999 Cadillac Seville STS has a bad catalytic converter, pretty much already know that, the exhaust just stinks bad when you accelerate and give it gas in a neutral position. The car never blows white smoke at start up, or when it sits idle. However, at speeds above 45mph I noticed when following it from behind for 10 miles that 3 times it blew out of very small puff of white smoke. Is this just the cat acting up because its crap? Or is it because the A/C could of been on, or had been on recently and its condensation dripped into the exhaust? I severely doubt its a head gasket problem. The car doesn't over heat, never runs hot or anything as the such.. it does have new intake gaskets, I just really doubt it is the head gaskets and was wondering if anyone possible knew what could be the issue? I've driven this car over 1000 miles the last 4 days and had it sitting idle in horrible bumper to bumper traffic without any heating issue or the like. It's also over 80 degrees outside so its not like its cold or anything either.
