1999 Cadillac Catera A/C not working properly?

when I turn my A/C on the condenssor fans don't kick on. They kick on a minute or two later and only stay on for a few seconds. They also kick on when my rpm's are a little Higher than Idle speed.I know this causes my A/C to not get as cool and my condenssor is getting to hot . I have no leaks and i have the correct amount of r-134 in the system. Can someone please tell me why these fans are not working properly
 
did you check the fan relays? coolant temp sensors? with these late model high tech cars we have nowadays there are a miriad of things that can go wrong to make your problem happen. even check the wiring and wiring harnesses to ensure proper connections and that your wires are not damaged. being its a cadillac, the a/c head unit is not the simple slide switch of old. yep, theres some computerizing going on in there! RPMs and even vehicle speed plays a part in the a/c fans. you didnt mention if there are any stored puter codes. check there too!
