1998 toyota tacoma died while driving and wont start now?

no engine lights. was just drivinf and it cut out on me. always has been in arizona and have never seen signs of rust. has 180k miles. 2.4l manual. figured it was the fuel pump because it diddn;t sound like it was getting any fuel. just cranking over and nothing. new fuel pump didn't work. actually both of them worked but decided to do it anyways since the old one was never replaced before. i foundd that the fuel pump is only getting 1v or less when the engine is being cranked over. it should be getting 12v i believe. also tested the relay for the efi and can hear it click on and off when power is applied to terminals 1 and 2 besed on this diagram http://www.ncttora.com/fsm/2000/Repair%20Manual/Fuel%20Injection/EFI%20Main%20Relay%20Insp.pdf

relay works fine. also tested the circuit opening relay under the dash and that was also clicking on and off when power was applied to it,

i tried testing to see if power was going to the relay from the fuse box when the key is in the on position but it was only reading about 1v.

im only 18 and not too fimiliar with all this technical stuff. definetly have done some reading but cant figure out why my fuel pump is only getting 1v. any help would be appreciated
