1998 Honda Civic Dx, Manual Tran, Acceleration Issue?

1998 Honda Civic Dx, Manual Tran; When I press the gas pedal down all the way, it winds out like it is in neutral until I let off the gas to just barely pressing down, then it goes. It does it in all gears. When I shift into a new gear, if I am pressing down on the gas pedal 1/4 to the whole way, it just revs the engine up. Any ideas?
