1998 Honda accord Ex v4 vtech engine?

Today i went to Autozone because my check engine light is on and they gave me this
PO401 Insufficient flow. cause Faulty EGR valve???, Blocked EGR Passages in Engine?????
what is all of that and what are the symptoms??
