1998 ford taurus 4 dr sedan none of the windows are working. whats wrong?

None of my windows roll down there all electric i did check the fuse on it wasnt bad but i replaced it anyways and still 0 out of 4 windows work . did all of the motors short out ? any tips suggestions on what to look for other than fuses ?
 
Is there a switch to shut off windows? Dont make sense that they wouldnt roll down if your trying it from the drivers door but if the switch that disables the passengers from rolling down their windows is bad that could be it. If the door panel has previously been removed perhaps plugging the switches back in was forgotten.
