1998 Ford Escort SE Wagon: Worth it to fix it?

Basically, it's my dads, and he's planning on junking it -- I want to fix it and use it as my own. However, there are obviously factors in that: cost to insure it, repairs, whether it would last a cross-country trip to college... it's got the following issues:
brakes make a squeaking sound when you press them; you sort of have to press a lot to get the car to stop, the timing belt needs to be replaced, the air conditioning needs to be recharged, the horn is a little muffled (but okay) and the rear shocks should probably be replaced.

Is it worth it to fix the car, or just go and buy a used one? Considering the cost to insure a new used car and all? The car''s perfectly drivable right now, and if I were to fix it, it would just be driven locally for the most part. We were quoted at our local repair shop for the timing belt and water pump (which they would just replace being that they're going inside the engine and all...) for around $700.
