1998 dodge durango turn signal issues -?

my turn signals and hazard lights do not flash.
My last question has good responses, but i have another question....

it appears that there are 2 flash units... one is under the hood in the fuse/relay box and the oher is near the steering column. Why are there 2? could both be bad? i have tried switching them out individually and no luck
 
one is for the emergency flashers the other is for the turn signals,its possible both are bad but highly unlikely,have you thought to check the ground wire on the lights because that will cause them to come on but not flash also,id at least buy one new flasher and try that first before i thought of going in to the wiring on that one,good luck.
