1998 5.2 dodge ram 318 fuel question idle air control?

when i started my truck,the fuel pressure was at 45 psi..When i give it gas the idle does not change and the fuel pressure remains at 45.The truck is running lean and when i give it gas it sounds like it wants to move but it doesnt.Yes the throttle cable is connected and no it is not a transmission problem.What could this be.Would a bad idle air control valve do this and it sucks in alot of air from the idle air control.I brought 3 idle air control valves and still does the same thing.Its like a big whistle from the idc.Thanks
