1997 Toyota Camry Tail lights?

I have a 97 Toyota Camry just got new bulbs for my tail lights but the other day i was stopped by an officer and she said my lights were out and when i put the car in park the lights are not on...but if i hit the brakes they come one. Whats the problem?
 
There are two filaments in such a bulb. One filament lights up when you turn on your headlight and the other lights up anytime you apply the brakes, even if you don't have your headlight on, and if you have the lights on and apply the brakes, the filament that is on stays on and the "stop" filament lights up, so you have both filaments on in this case. Knowing this, you should be able to troubleshot and determine what's wrong.
 
first make sure you got proper bulbs, the ones with two filaments. if they are proper bulbs, that means that there is a short somewhere in your wiring. most likely its in the bulb holder. you can either buy new ones from toyota, but you can get it much cheaper if you buy used ones from a junk yard.

had the same problem with our 91 previa.
