1997 Toyota camry emits heavy black smoke and stalls. what could be wrong?

Please help me out as this is my only car to get me through college and work.

It's a 1997 Toyota Camry. The engine emits heavy black smoke, consumes a lot of gasoline, moves at a slow pace and stalls in traffic.

I asked a local mechanic to take a look and he said I needed a Sensor Assy Vacuum (also locally called a Vacuum sensor). I further contacted a Toyota Dealership for a price quote, but they didn't know what that part is, said they are not familiar with the name I gave them.

Has anyone heard of this part? What other name do you call it?
Most importantly, is this the part needed to correct the problems? Please help.
 
It is running rich, it probably need a mass air flow sensor, do not drive it any further, you will ruin the catalytic converter, and other emissions related parts. Have it towed to the repair shop.
