1997 Jeep Grand Cherokee Laredo?

Sometimes when I am in drive, the car doesn't always move forward. If, for example, I am on a hill (going up) then ends up at an intersection and I have to stop, the engine rpms increase but the vehicle does not move. This doesn't happen all the time though. Could I just be low on tranny fluid? What else could cause this?
 
Its is most likely a transmission problem but it could also be the converter. If your jeep is high millage or you tow with it you may be looking at something like clutches or bands being worn out in the tranny. Tranny work is very difficult so I would have to suggest taking it to a shop.
