1997 Jeep Grand Cherokee, cant find SHORT....?

My wife has a 97 grand cherokee,when it starts the fuel gage drops too E,when the tank is 3/4 full too 1/4 tank.when you turn on the headlights,the dashlights go dim and somtimes the fuel gage gos too E.the Big problem is when we take it too a dealer or shop they cant find ANYTHING wrong whith it.HELP!!!!!
