1997 Jeep Cherokee Driver Side headlight wont work on high beams?

I have a 1997 4.0L Jeep Cherokee. My Driver side headlight works on low beams but when i put it on high beams it turns off. I replaced the light but the same thing happens.. The passenger side works just fine on both high and low beams. Its only the drivers side that is having the problems. Any ideas? would there be a fuse for just the drivers side that is blown? I need to get it inspected but i dont think i can until i get this fixed
