1997 Ford Windstar Tension Strut Bushing help!!?

I have a 1997 Ford windstar. The tension strut bushing was replaced 2 days ago but is still loose. The bushing was fitted into a cone metal shaped piece. The cone piece is loose inside the sub frame. Is the metal piece supposed to be tight..? Is this normal? Any advice would help. Thanks
Thank you that helps alot. one more thing, how could i make the metal cone tight to the a-frame? is it machine pressed?
 
If your talking about the bushing that is between the stabilizer bar and the a-frame yes it should be tight. There should be 4 bushings and 4 cone shaped pieces and 1 long bolt that goes through everything with a nut and a steel sleeve. Start with the bolt, slide 1 cone shaped washer and 1 rubber bushing on first. Then slide through stabilizer bar. Then one rubber bushing and then cone shaped washer. Next slide steel sleeve onto this then another washer and bushing. Slide this through the a-frame then bushing washer then bolt. Sounds confusing but it is not. Just remember that rubber should sandwich stabilizer bar and sandwich a-frame. Depressions in washers should all face away from rubber bushings. Little nipples of bushings should face into each other.Good luck
