1997 Ford F150 will not turnover?

My vehicle will not turnover.

1997 F-150 w/ 4.6L Triton. manual transmission.
Brand new Battery, brand new solenoid, clean cables, single click behind the "primary battery fuse" cover when key is turned.
It will not take a jump start, but will start when I pop the clutch.

Clutch interlock switch. Or battery terminals, They have to be clean and tight.

is the starter kicking in? if the starter is kicking in then check the flywheel.
