I already posted this question before, but don't know how to reply to answers. So I replaced the speed sensor, then I re saudered the board, bought another board, then I separated all of the wires from the wiring harness to see if there was short somewhere. Of course all of the wires were kind of stuck together. Then I traced the signal from the speed sensor. The orange wire goes to the ECU and the orange and white wire goes straight to the instrument cluster, its the top right wire on the right plug in the dash if you are looking at it. I hooked up my tester to the speed sensor wire and to the plug in the dash and there was signal, so there was not a short. Then I plugged in the instrument cluster, turned the key to on position and spun the speed sensor with a drill and still nothing. Please help!!!
