1997 Chevy Pickup Slight miss and surging issues.?

Hello, I have a 1997 chevy pickup truck with a 305 engine and 104,000 miles. The truck has a slight miss while sitting at stop lights and a surging problem while driving on the highway. I have done a tune up on the truck and have installed plugs, wires, cap, rotor and fuel filter. The surging problem is the worst when your going up a hill or trying to pass another vehicle and the problem increases with the air condition on. Does any body have any ideas for a fix. Thank you. I have sprayed the engine compartment down with brake cleaner to see if the idle changes and it does not, so no vacuum leak.
 
check for a cracked spark plug and damaged wires...they may be new but they can have defects in them...also gap ur plugs to factory specs using a plug gapper
