1996 Suzuki GSX-R750 motorcycle carburetor problem...?

will an old and dried up rubber on the tip of a needle valve assembly cause the carburetor to flood, overflow and leak?

if i rebuild the carburetor is it a good idea to replace the whole assembly on all 4 carburetors?

here is a picture of the needle , mine looks pretty similar to part number 18-8944:
