1996 Pontiac Grand Am will not run, any suggestions?

The car was just purchased. It has gas in it and a new battery. It ran and was driven about 10 miles once it was turned off it would no longer start back. When the key is turned the light will come on and when the key turns back they shut off, nothing else happens and the car does not run. It does have gas and a new battery. We bought something from advance that you hook up to it to see what it tells you is wrong with the car and it reads "no codes" also my husband says that the fuse box has water in it. The ceiling of the car was wet when we purchased it and the man said that the window was left down. My husband doesnt know anything about cars and assumed that a shop vac would take care of that but it actually has water all in the dash and as mentioned the fuse box. Does anyone have any ideas on whats going on and what I need and how to fix it? This car has a great interior and exterior and I only paid 500.00 for it so I would be willing to fix it if its not that bad of a problem. Right now I cant even get the car home! Thanks in Advance!
Yes it ran after the battery was changed. The new battery was put it before the test drive of about 10 miles!
 
If you unhooked the battery to put the new one in you have to take it to a shop to get the computer reset did it run at all after you changed the battery?
 
You have to dry out all the electrical components. They are prob shorting out. I am surprised ur not getting a reading. With all that moisture the ecm should be giving false readings. Best way is with compressed air.
