1996 mazda 626 starter problems?

i have been working on my neighbors's car, it is a 1996 mazda 626 4 cyl 5 speed. the initial problem was that the starter would not do anything and no noises either but the lights would come on just fine. i tested the battery and it was good. i tested the starter at two different places and they both said it was bad. i put a new starter on the car and got the wires hooked up correctly but it still will not do anything and no noises either and the lights still come on just fine. does anyone know how to correct this problem?
 
Is there a "clicking sound"?
I have an intermittent problem with my ignition switch.
There could also be an interlock on the transmission, clutch and or brakes that has failed.
