1996 Kawasaki ninja wont run?

I have a 1996 kawasaki ninja zx6r. When i start it first thing it runs fine but after driving it awhile and i shut it off it wont start just turns over. I also noticed the other day that when i tilted my bike to the right at idle it started running sluggish and eventually died but wouls run better when leaned to the right
 
It seems like the problem is in the carbs or you ran out of gas (add some). Sounds like an Air to Fuel ratio problem. You may need to either adjust that or have your carbs cleaned.
