1996 Jeep electrical issue, maybe sabbotage!?

I have a 1996 Jeep Cherokee. It was working fine, but I went out in the morning and when I turned on my lights, they did not come on. Both blinkers are on with a steady light, my brights indicator is also on steady. I went to my fuse box and checked all my fuses and none are blown. I think someone may have taken my flasher off my fuse board. Does anyone know what my car would act like with the flasher fuse thing missing??
