If by chance you can get to it, just knock it out, clean around the hole and punch in a new one. Easy if it can be reached.
These are actually what is called "knock out holes" where they used to knock hell and vibrate the block to dislodge the core sand used in casting..
Just make sure where the water is coming from as it may also be the head gasket.
