1996 Buick Roadmaster Won't Start?

I have a 1996 Buick Roadmaster and when I turn the key to start it the radio and all the electricity works fine, but the engine won't turn over. At first it was making noises like it wanted to turn over, but after a few tries it stopped making that noise and now it's just silent. I tested the starter, and they said it's turning over fine. What else could it be?
