1995 Jeep Grand Cherokee Overdrive wont turn on?

Sounds like your transmission solenoids are toast or very dirty/corroded.
I have a 95 Cherokee also, and after some mudding and water crossings, I too had the same issue as you. I shifted from Park to 1st repetitively with the Jeep on, and also several times with the Jeep off key half forward and I drove off without a problem. Your probably need cleaned or replaced. If that sounds like a "p i t a" go ahead and find an AW-4 from a scrap yard and swap them. The AW4 is a high mileage durable transmission and very cheap.
 
Okay so i have a 1995 grand cherokee laredo 4.0L inline 6 and for some reason the overdrive will not turn on. I can turn it on and off when the motor is not running but when i start it doesnt engage. It has engaged twice since i bought it. When i start from a complete stop it takes a lot of gas and about 1500-2000rpms to get the car moving it feels like im dragging a clutch if it were a manual tranny, and at 65mph its running at 3000rpm. When the overdrive was engaged twice it ran very well how do i fix it?The tranny codes that came up were 21,22, and 23. i just want the overdrive on so i can go offroading and get better mpg!
