1995 Chrysler Lebaron steering fluid?

I have a 1995 Chrysler lebaron gtc convertible and a couple days ago, i checked the power steering fluid and it was very low. so i tried filling it up and about half way through the small bottle, the fluid was all the way filled up (overflowing) and it seemed as if it wasn't going down into the power steering pump. After 2 day, the fluid is still all the way filled (shows on the dip stick at the way top, way passed the "full" mark). Does anyone know what would cause something like this to happen???

and i didnt over fill it because in the manual, it said that it would take 2 times what i put in to fill it and it was almost completely empty
