1995 Buick Roadmaster , 5.7L V8 Estate wagon. Need help next step?

On my brothers Buick Road master(we call it the boat). Fromm time to time it will drive nice then all of the sudden lights will dim radio will say err, and speedometer wil go crazy. We did a lot of tune up work on it from spark plus wires belts, K&N filter, thought problem was voltage regulator in alternator because car would never die, it would just fluctuate. Had the alt, reworked , and it is still doing it. Well i figure it is a ground somewhere now, just wanted to know if anyone knows where to start or had same problem, or could be something else on buick.; But it Fluxes when driving car drops power from time to time
 
You forgot to mention the number one important thing called "the battery". I'm sure you haven't assumed it's good because it looks good or you remember buying it some time 4 years ago! I'd have the battery load tested to make sure it's good, or if it's over 4 years old, don't fool with it and just buy a new one.
Then I'd have the battery and alternator retested in the car one more time. You can do voltage drop tests across the battery cables from one end to the other to make sure you don't have a bad connection in one of the cables.

Next time it does this stop the vehicle, disconnect the negative post on the battery,after approx couple of minutes reconnect it, then start it and if it is ok for a while you will know its the computor. .
